Regional processing and recovery
Shared regional server improvements, bounded pending work and safer recovery. Wilderness bosses remain temporarily paused.

- Eligible player updates capture the affected player and linked state, with the complete regional path retained where needed.
- Overlapping nearby-player areas share NPC candidate lookup while preserving combat behavior.
- Pending input and disconnect cleanup are bounded; recovery waits for the existing ownership lease and reconciles finalized transfers.
- Kraken, Hydra and Sirene encounters remain temporarily paused. Saved progress, ordinary pirates and the 100-player limit are retained.
Version 0.21.8 is verified on Europa and the Steam default branch.
The shared regional implementation applies across Europa. Poseidon is the reference region for functional checks.
Targeted capture follows linked items, loot and interactions. Unknown coverage or active reservations use the complete capture path; unrelated changes wait for their own publication.
NPC candidate lookup reuses ordered spatial windows and joins overlapping areas before visiting candidates. Combat distances, target order and aggression rules are preserved.
Input admission includes requests waiting for player-state storage. Batched disconnect cleanup and bounded recovery reduce repeated work while preserving ownership checks.
Recovery does not override an existing regional lease. A restarted worker waits for the old lease to expire; only finalized durable transfers can trigger background retirement or release.
All 18 authored Wilderness boss encounters remain paused. Saved health, encounter progress and respawn deadlines are retained; no boss kills, loot or new boss-title progress are granted while paused.
Local functional checks are not populated-server measurements. No larger server, increased capacity or measured latency improvement is claimed; bot measurements remain postponed.
